Joey Kroart is an experienced attorney with a successful, solo law practice in northern Baltimore County and the surrounding areas. Not long ago, however, Joey’s career was rooted in his family’s retail business in Ocean City, Maryland and southern Delaware, Ocean Gallery Fine Art Centers.
Shortly after marrying and starting a family, Joey decided to “scratch an itch” he had felt for years to study law, so he applied to law school. Given his years of practical experience growing and managing his family’s business, Joey chose to focus on business law and later decided to pursue formal business administration training as well. In 2014, Joey graduated with a JD from the University of Maryland Carey School of Law and an MBA from the Johns Hopkins Carey School of Business, becoming the first student to ever complete the two programs in joint fashion.

Following graduation, Joey completed a year-long research fellowship analyzing federal regulation of financial derivatives. He then completed two judicial clerkships, with the Appellate Court of Maryland and the Circuit Court for Baltimore County. Joey has served clients in private practice for roughly a decade, involving a wide range of legal and business matters.
Joey is a graduate of Sparks Elementary School (yes, the old one!) and Hereford High School. An Eagle Scout himself, Joey co-founded a Scouting America Troop for girls in 2019 in Sparks Glencoe. Formerly the Troop’s Scoutmaster, he remains active with the troop, serving as a Member at Large. A lifelong Marylander, he and his family live in Monkton and enjoy spending time in Ocean City and on Assateague Island. And yes, he loves to cheer on his Orioles and Ravens.
